Authorizing Emergency Replacement of the Boiler at Sunny Hill Nursing Home

              WHEREAS, the Will County Purchasing Ordinance requires that in order to make an emergency procurement of services, there must exist a threat to public health, welfare, or safety, or to prevent or minimize serious disruption of government services, and

WHEREAS, the Will County Executive’s Office declared that in order to minimize serious disruption of governmental services as well as the threat to public health and welfare, an immediate replacement of the boiler located at Sunny Hill Nursing Home, is necessary, and

WHEREAS, the Will County Executive’s Office has estimated the replacement to be approximately $271,570 and has been instructed to obtain quotes from three vendors, and

              WHEREAS, since there is no capital funding in the SHNH Maintenance Budget and insufficient other funds to cover this emergency replacement, the County Board Finance Director has requested the replacement be funded out of the Capital Equipment Replacement Fund 315, and

              WHEREAS, in order for this necessary replacement to be taken out of the Capital Equipment Replacement Fund 315, an increase of appropriations in the amount of $271,570 into an expense Machinery and Equipment line 4300, from the Fund’s miscellaneous revenues and available cash is necessary, and

              WHEREAS, pursuant to 55 ILCS 5/6-1003,…..Transfers from one appropriation of any one fund to another of the same fund, not affecting the total amount appropriated, may be made at any meeting of the board by a two-thirds vote….By a like vote the board may make appropriations in excess of those authorized by the budget in order to meet an immediate emergency, and

 

              WHEREAS, the Executive Committee concurs with this request for the emergency replacement and further concurs with the recommendation for necessary funding.

              NOW, THEREFORE, BE IT RESOLVED, that the Will County Board hereby confirms the request for emergency replacement of the boiler located at Sunny Hill Nursing Home.

              BE IT FURTHER RESOLVED, that the Will County Board hereby confirms the request to amend the FY2019 Budget by increasing appropriations in Fund 315 in the amount of $271,570 into an expense machinery and equipment line item.

              BE IT FURTHER RESOLVED, that the Will County Finance Department is hereby directed to make the necessary line item and fund adjustments, in accordance with the above-referenced statutory authority.

              BE IT FURTHER RESOLVED, that the Preamble of this Resolution is hereby adopted as if fully set forth herein. This Resolution shall be in full force and effect upon its passage and approval as provided by law.

Member Moran stated I’m going to be a yes on this with the understanding there is going to be solicitations for our (inaudible) and bidding on these projects. Sometimes there’s an allowance under state statutes to do them without bidding. These will be bid as I understand, correct?
