Appropriating Grant Funds in the Sheriff's FY2019 Budget from Safe Passage Grant

              WHEREAS, the Will County Sheriff’s Department has received a notice of grant award from the Illinois Criminal Justice Information Authority in the amount of $79,100.00, and


              WHEREAS, in order to spend these grant funds, the Sheriff’s Department has requested an increase of appropriations in the Sheriff’s Budget as described below, and


              WHEREAS, the Finance Committee has recommended approval of these requests, and


              WHEREAS, pursuant to 55 ILCS 5/6-1003, …..transfers from one appropriation of any one fund to another of the same fund, not affecting the total amount appropriated, may be made at any meeting of the board by a two-thirds vote….By a like vote the board may make appropriations in excess of those authorized by the budget in order to meet an immediate emergency.


              NOW, THEREFORE, BE IT RESOLVED, that the Will County Board hereby amends its FY2019 Budget, by increasing appropriations in the Sheriff’s Department Budget as follows:

BE IT FURTHER RESOLVED, that the Will County Finance Department is directed to make the necessary line item and fund adjustments, in accordance with the above-referenced statutory authority.


              BE IT FURTHER RESOLVED, that the Preamble of this Resolution is hereby adopted as if fully set herein.  This Resolution shall be in full force and effect upon its passage and approval as provided by law.

Mr. Fricilone stated I like how you are using this grant. You are bringing on an outside service and, if the grant goes away we don’t have to let people go.

Deputy Chief Jungles stated we were given this $79,100 grant through the Illinois Criminal Justice Information Authority to fund a subcontract through Family Guidance. It will be used for a full time and a part time employee and media.

A brief discussion took place regarding the Safe Passage Program network throughout the County.

Mrs. Traynere stated we are getting the grant money and if people come into the hospital due to an overdose, instead of arresting them, they will be allowed to go to a facility. Do we have any facilities?

Mr. Palmer stated the Safe Passage program is an evolving program. In the past when hospitals get a overdose patient, they stabilize them and release them, since they can’t force them to stay and there is no reason for them to stay when they are stabilized. The challenge with heroin overdoses is the person is stabilized, but in a few hours you will get the urge, use and possibly overdose again. We have been working with the hospitals and Family Guidance Center to facilitate and get people into treatment. Some of these funds will be used for getting people into treatment and the law enforcement.
