Authorizing the County Executive to Execute a Lease Agreement with Vertical Bridge Holdings for the Use of Two Radio Communications Towers

WHEREAS, the County of Will, through its Emergency Management Agency, owns, operates, and maintains a countywide radio communications system to meet the public safety and public service communications needs of County and participating local government offices, departments, and agencies, and

 

WHEREAS, it has been determined that the use of two radio towers owned by Vertical Bridge Holdings, a nationwide owner of communications towers, is needed to ensure effective radio system coverage, and

 

WHEREAS, it is the recommendation of the E.M.A. radio system manager that the County enters into a lease agreement with Vertical Bridge Holdings for the use of these towers for the installation of the County’s radio system infrastructure, antennas, and other associated equipment, and

 

WHEREAS, the specific terms and conditions for the use of both towers by the County in exchange for monthly rental payments to Vertical Bridge Holdings are addressed in a written lease agreement, attached.

 

              NOW, THEREFORE, BE IT RESOLVED, that the Will County Board hereby authorizes the County Executive to execute a tower lease agreement between the County of Will and Vertical Bridge Holdings for a term of ten (10) years, subject to the review and approval of the State's Attorney's Office.

 

              BE IT FURTHER RESOLVED, that the Preamble of this Resolution is hereby adopted as if fully set forth herein. This Resolution shall be in full force and effect upon its passage and approval as provided by law.

Mr. Damron explained the equipment and lease attached to the agenda packet. The current system has eight tower sites; the new system will have nine sites. We are reusing six of our existing sites with the new system. We are rearranging some of the sites to make sure we have the necessary coverage. This lease is for two of the sites that will be part of the new configuration. Site equipment installation will begin in June or July.

Mr. Fricilone stated I thought the towers we were putting up were all we needed for coverage.

Mr. Damron stated the new system is a nine site system; some we own and some we will be leasing, including these two. Some sites are using the current locations, with new equipment. Some sites we are rearranging to make sure the coverage is good. This lease reflects the new location, going from eight to nine and the Wilmington site is a relocation from an existing location. The relocation is from a leased tower.
